Release Ego Chat 0.2.42: the version bump, runtime generation 2026-09-25.4 and the TECH.md release paragraph for #81, which corrects the Pro only ladder to GPT-6 Pro, then GPT-5.6 Sol Pro, then Latest at Extra High.

Verification: npm run lint clean; npm test 1524 tests, 1523 pass, 1 skipped; npm run test:ego-monitor 148/148; receipts 16/16; cargo fmt --check and cargo test --locked pass; cargo publish --dry-run --locked succeeds.
