Release Ego Chat 0.2.41: the version bump, runtime generation 2026-09-25.2 and the TECH.md release paragraph for #79 (ChatGPT's new page layout, the Latest at Extra High rung, plain delivery state, policy reload, Space recovery, the create-once re-pin and the project URL tab-leak fix).

Verification: npm run lint clean; npm test 1522 tests, 1521 pass, 1 skipped; npm run test:ego-monitor 148/148; receipts 16/16; cargo fmt --check and cargo test --locked pass; cargo publish --dry-run --locked succeeds.
