Version bumps (Cargo.toml, Cargo.lock, package.json, package-lock.json, APP_VERSION, runtime generation 2026-09-23.10) and the TECH.md release-verification paragraph for 0.2.38: the opt-in Pro only policy (#70), the Ego Monitor rename (#71), and everything merged since 0.2.37 (#65-#69).

Verification: npm test 1344 tests, 1343 pass, 1 skipped; receipt suite 16/16; cargo fmt --check clean; cargo test 33 + 1; cargo publish --dry-run --locked passed.
